Rich Cooper serves as the Fractional Chief Communications Officer for Everclear Marketing supporting its range of venture backed clients in the defense, cybersecurity and aerospace marketplaces. He also serves as the senior advisor with the Beyond Earth Institute providing counsel on programming, public engagement and messaging for the organization’s efforts to promote a permanent and sustainable human presence in space.

As a strategic communications and public affairs executive with leadership experience in the public and private sectors, his work spans aerospace, national and homeland security, technology, policy, and emerging issues areas. Across senior roles at Space Foundation, SAS Institute, the U.S. Chamber of Commerce Foundation, US Department of Homeland Security, and NASA, he has helped organizations navigate complex challenges, strengthen public trust, and expand strategic influence.

Most recently, as Vice President of Strategic Communications & Outreach at Space Foundation, Cooper led multidisciplinary teams overseeing executive engagement, media relations, research, creative services, digital strategy, and global space awareness initiatives. He elevated organizational visibility across major outlets including CNBC, BBC, Bloomberg, Wall Street Journal, Axios, Politico, Forbes, and The New York Times while modernizing communications, digital engagement, public interface and brand strategy.

Known for translating complex issues into compelling public storytelling, Cooper combines policy insight, crisis communications expertise, partnership development, and thought leadership to help organizations become more resilient, innovative, and future-focused.
